📖 Overview
Scholarships for Pakistani Students 2026 (Fully Funded)
Every year, hundreds of thousands of Pakistani students search for a fully funded scholarship — and every year, most of them waste months on lists that mix real programmes with expired schemes, partial discounts and outright scams. This guide takes the opposite approach. Every programme below is a real, currently operating scholarship for which Pakistani citizens are verifiably eligible, checked against official sources: the United States Educational Foundation in Pakistan (USEFP), the UK’s Chevening and Commonwealth programmes, Germany’s DAAD, Japan’s MEXT, the Australian Government’s Australia Awards, Türkiye Burslari, the Chinese Government Scholarship channelled through the Higher Education Commission (HEC), Hungary’s Stipendium Hungaricum, Erasmus Mundus, and HEC’s own overseas scholarship schemes.
“Fully funded” is used strictly in this guide: tuition covered, a living stipend paid, and travel support included, or a package close enough that a selected student does not need family wealth to accept the award. Where a programme has an important limit — a one-year master’s only, a return-home condition, a tuition cap, or a work-experience requirement — the limit is stated beside the benefit, because a scholarship you are ineligible for is not an opportunity; it is a distraction. Read the at-a-glance table, pick the two or three programmes that match your level, field and career stage, and then work those applications properly. Pakistani students also researching a single destination should use this guide alongside our country guides to scholarships in the UK, scholarships in Canada and scholarships in Australia.

One popular name is deliberately missing as an open opportunity: the Vanier Canada Graduate Scholarship has been discontinued, and its replacement, the Canada Graduate Research Scholarship – Doctoral (CGRS-D), is a different competition with its own eligibility — do not let any listicle send you to a Vanier application page for 2026. Similarly, Destination Australia is closed to new applicants. A trustworthy list is defined as much by what it excludes as by what it includes. You can compare these programmes against the wider market in the StudyGraduate scholarships directory.
Eligibility: The Gates That Decide Everything
Pakistani applicants usually ask “what GPA do I need?” when the real gates are different. Across the programmes above, five gates decide most outcomes. Citizenship and residency: Fulbright, Chevening, Commonwealth, Australia Awards and HEC schemes all require Pakistani citizenship, and most require you to be living in Pakistan when you apply; dual nationals face specific exclusions in several schemes, so read the nationality clause before anything else. Education years: Pakistan’s system maps cleanly if you count carefully — a four-year bachelor’s gives you 16 years of education, the Fulbright master’s threshold; a master’s or MPhil after that gives 18, the PhD threshold. A two-year bachelor’s plus a two-year master’s also totals 16, but some programmes and universities treat the pattern differently, so check the specific call. Work experience: Chevening requires at least 2,800 hours of work experience after graduation; DAAD EPOS requires at least two years of relevant professional experience and a degree no more than six years old; Australia Awards’ Pakistan profile has its own professional expectations. Fresh graduates are therefore locked out of several flagship schemes and should target Fulbright, MEXT, Commonwealth, Türkiye Burslari, CSC and Erasmus Mundus instead. Tests: Fulbright requires the GRE General Test (USEFP has published a minimum of 145 in each section in recent cycles) and uses TOEFL for finalists — IELTS is not the Fulbright test. HEC schemes require the HAT. University admission attached to any scholarship may separately require IELTS or TOEFL. Return commitments: Fulbright grantees travel on a J-1 visa with a two-year home-residency requirement, Chevening and Australia Awards require two years back home contractually, and HEC scholars sign bonds. These are features of development funding, not fine print to evade.
What “Fully Funded” Covers — and What It Does Not
The strongest packages — Fulbright, Chevening, Commonwealth, Australia Awards, MEXT and Türkiye Burslari — share a common shape: tuition paid in full, a monthly stipend calibrated to local living costs, return international airfare, and health insurance or health cover for the scholar. Commonwealth stipends were £1,712 per month (£2,000 for scholars studying in London) in the recent cycle documented in our research, with additional child and warm-clothing allowances in defined circumstances. DAAD EPOS pays €992 per month at master’s level and the doctoral rate of €1,300 per month (€1,400 from February 2026 in current calls), plus insurance and a travel allowance, with rent subsidy and family allowances possible under DAAD conditions. Türkiye Burslari pays 6,500 TL per month at bachelor’s level, 9,500 TL at master’s level and 13,000 TL at PhD level at the current official rates — note that older pages quoting 4,500 TL are stale — and adds dormitory accommodation and a one-year Turkish language course.
Three limits deserve plain language. First, dependants: most of these scholarships fund the scholar only. Fulbright does not fund dependants’ travel or living costs, and Chevening’s stipend is set for one person; bringing a family usually means substantial separate savings. Second, caps and categories: CSC awards in China differ by category, and HEC’s overseas scheme contributes a capped amount toward tuition (its Phase-III provisions describe a tuition contribution of up to USD 4,000 per year for the MS component, with the balance expected from a university waiver or the scholar) — which means an HEC award is fully funded only when combined with admission to a university that waives the rest. Third, pre-departure costs: tests, attestations, medical examinations and visa fees before departure are sometimes reimbursed and sometimes not; keep a modest personal budget for the application season itself. None of this diminishes these programmes — they remain life-changing — but a realistic budget prevents a selected scholar from declining an award they cannot afford to start.
The Flagship Programmes in Detail
Fulbright Pakistan (USEFP) — the largest programme of its kind
The Fulbright Program in Pakistan, administered by the United States Educational Foundation in Pakistan (USEFP), is among the largest Fulbright programmes in the world, funded by the governments of the United States and Pakistan. For degree applicants it funds master’s and PhD study at US universities and covers tuition, required textbooks, airfare, a living stipend and health insurance. USEFP’s degree programme works on an annual cycle: the 2027 cohort competition closed on 1 April 2026, which tells 2026/2027 planners exactly when to expect the next round — prepare through the autumn, take the GRE early, and expect a winter announcement for the following cohort. There is no minimum GPA published by USEFP; the GRE, your statement of purpose, references and the development relevance of your proposed study carry the application. PhD applicants should also expect an HEC-related bond obligation on return. Applicants who are employees of the US or Pakistani governments or their close relatives should check USEFP’s specific ineligibility rules, and everyone should note that clinical medicine is excluded while most other fields — including health, education, computer science, environmental studies and the social sciences — are welcomed.
Chevening and Commonwealth — the two UK doors
Chevening funds a one-year taught master’s anywhere in the UK and selects for leadership and networking potential as much as grades: its essays ask what you have led, whom you can mobilise, and what your post-study plan in Pakistan is. You must apply to three eligible UK courses and hold an unconditional offer from at least one of them by Chevening’s deadline. The Commonwealth route is structurally different: Pakistan is an eligible country for Commonwealth Master’s and PhD Scholarships, HEC acts as the national nominating agency, and you must complete both the Commonwealth Scholarship Commission application and the HEC application by the shared deadline — for the 2027/28 cycle both portals closed on 20 October 2026, with HEC requiring a valid HAT score (60 out of 100 minimum in HEC’s published criteria) and studies starting in September/October 2027. The HEC Commonwealth announcement sets out the dual-application procedure; missing either portal ends the application, however strong it is.
DAAD EPOS, MEXT and Erasmus Mundus — the experience and research routes
DAAD EPOS funds development-related postgraduate courses in Germany for professionals from developing and emerging countries, and Pakistan is on the DAAD’s eligible country list. You apply to the course, not to a central DAAD portal, and each listed course sets its own deadline — many close in the autumn for the following year’s intake. MEXT, Japan’s government scholarship, reaches Pakistanis through the Embassy of Japan in Pakistan under Embassy Recommendation (with a separate University Recommendation route for research students who secure a Japanese university’s nomination); embassy calls typically appear in spring, and the screening combines document review, written examinations and interview. Erasmus Mundus Joint Masters are different again: each consortium runs a full master’s across at least two European countries with its own scholarship competition and deadline, usually in the October–January window, and there is no central application. All three reward applicants whose study plan is development-relevant and specific — a habit worth building whatever you apply for. Pakistani students comparing European options can also browse the university directory and the funding tools in the StudyGraduate tools section.
Australia Awards, Türkiye Burslari, CSC, Stipendium Hungaricum and HEC’s own schemes
Australia Awards deserves a place on every eligible Pakistani’s list because Pakistan is a participating country — the DFAT participating-countries page lists Pakistan with its own in-country contact — and the package is among the most complete in the world, in exchange for the two-year return commitment. Türkiye Burslari is the broadest programme on this list by level, funding bachelor’s degrees as well as postgraduate study, with a single annual window that has run from 10 January to 20 February in recent cycles and an interview stage for shortlisted candidates. The Chinese Government Scholarship and Stipendium Hungaricum both reach Pakistan through nomination: HEC advertises them under its Learning Opportunities Abroad portfolio, which the HEC Learning Opportunities Abroad page describes, noting that applicants for foreign-funded programmes — it names the Hungarian Scholarship Program, the Commonwealth Scholarship Program and the Chinese Government Scholarship Program — should hold a valid HAT score (master’s and PhD) or USAT score (bachelor’s) before applying. Finally, HEC’s own Overseas Scholarship Phase-III funds MS/MPhil leading to PhD and PhD study at top-200 QS/THE universities in eight published thematic areas; it is the one scheme on this list where a Pakistani institution is the funder, and its HAT test, merit lists and bond requirements follow HEC’s rules rather than a foreign government’s.

How to Apply: A Single System for Every Programme
- Build your eligibility matrix in September. List each programme, its level, its experience gate and its deadline. Cross out the ones you are not eligible for — honestly — and rank the rest.
- Fix your documents base once. Passport, CNIC, HEC-attested degrees and transcripts, and a master CV. Every programme on this list draws on the same base; schemes differ in the essays and forms they add.
- Book tests to the earliest deadline. GRE for Fulbright, HAT for HEC-nominated schemes, IELTS or TOEFL where a university requires it. Test dates, not application deadlines, are what actually run out first in Pakistan.
- Apply to universities where the scholarship requires it. Chevening needs three UK course applications; DAAD EPOS is a course application; Erasmus Mundus is a consortium application. Scholarship-first thinking fails for these programmes.
- Write programme-specific essays. Fulbright wants a study objective tied to Pakistan’s needs; Chevening wants leadership evidence; Commonwealth wants a development-impact statement; Australia Awards wants a re-entry plan. One generic essay submitted everywhere wins nowhere.
- Submit on both portals where two are required. Commonwealth (CSC plus HEC) is the classic trap. Screenshot every confirmation.
- Prepare for interviews from your own application. Panels interview the person your essays describe. Re-read your submission before any interview and be ready to defend every claim in it.
- If selected, complete contracting and visa steps immediately. Bonds, medicals, attestations and visa lodgement all have their own queues; the award letter starts the clock rather than ending the process.
Required Documents
Prepare attested copies of all degrees and transcripts (HEC attestation for Pakistani credentials; IBCC for school certificates where a bachelor’s-level scheme asks), passport and CNIC copies, a CV, study or research proposals as the programme requires, two or three reference letters from academic or professional referees who know your work, test score reports (GRE, HAT, IELTS/TOEFL as applicable), employment certificates where experience is claimed, and a police certificate and medical examination at the post-selection stage where the programme requires them. Keep one scanned master folder and never surrender your only originals to any intermediary — no legitimate programme on this list requires you to hand originals to an agent.
Deadlines and Timeline Table
| Programme | Most recent verified cycle marker | What to do for the next cycle |
|---|---|---|
| Fulbright (USEFP) | 2027 cohort applications closed 1 April 2026 | Take the GRE in autumn 2026; watch USEFP for the winter announcement |
| Commonwealth via HEC | 2027/28 CSC and HEC applications both closed 20 October 2026; study starts Sep/Oct 2027 | Sit the HAT before the next autumn window; prepare both portal applications in parallel |
| Chevening | Annual autumn application window (check chevening.org for the current cycle dates) | Apply to three UK courses in the same season; secure work-experience evidence early |
| DAAD EPOS | Course-specific deadlines, many in autumn for the following intake | Choose from the official EPOS course list a full season ahead |
| MEXT (Embassy) | Embassy of Japan in Pakistan calls typically in spring | Monitor the embassy website from early spring; prepare transcripts and study plan in advance |
| Australia Awards | Historically 1 February – 30 April for the following year’s study | Confirm Pakistan profile dates on the DFAT site before planning around them |
| Türkiye Burslari | Recent cycles ran 10 January – 20 February | Have passport, transcripts and photo ready before January |
| HEC Overseas Phase-III | Batch announcements and HAT dates published on the HEC portal | Keep a valid HAT score; check the portal monthly |
How Selection Panels Choose — and How to Improve Your Chances
Every programme here is a development investment wearing academic clothes. Panels fund applicants who show a coherent line from past work, through the proposed degree, to a named contribution back in Pakistan — in a ministry, a university, a hospital system, an agricultural value chain, a school network or a startup that solves a Pakistani problem. Improve your chances by making that line unmissable: choose referees who can describe specific work you did, quantify your experience honestly, select courses whose actual units match your plan (and cite those units), and practise explaining your proposal aloud in two minutes. Apply to two or three well-matched programmes rather than ten mismatched ones, and reuse the calendar discipline across cycles — most winners were rejected somewhere first and improved the file rather than abandoning it. For destination-by-destination comparisons, see our guides linked throughout this article and the wider StudyGraduate guides section.
Common Mistakes — Including the Scams
- Paying for a “guaranteed scholarship”. No programme here charges an application fee through agents, and none sells selection. Anyone guaranteeing Fulbright or Chevening for a fee is committing fraud.
- Submitting one portal of a two-portal application. Commonwealth applicants who skip the HEC application (or vice versa) are automatically out.
- Missing the experience gate. Fresh graduates applying to Chevening or DAAD EPOS without the required experience waste their one application that cycle.
- Using stale figures and deadlines. Türkiye Burslari’s 4,500 TL stipend figures and Vanier adverts still circulating online are outdated; verify on the official site in the current cycle.
- Ignoring return and bond conditions. J-1 home residency, Chevening and Australia Awards return clauses, and HEC bonds are enforceable commitments, not formalities.
- Letting an agent write your essays. Panels interview against your written file; a voice mismatch is easily detected and fatal to credibility.
Frequently Asked Questions
Which fully funded scholarship is easiest for Pakistani students to get?
None is easy, but the realistic answer depends on your profile. Türkiye Burslari and the Chinese Government Scholarship run large intakes across levels; Erasmus Mundus has many separate consortia, each with its own competition; Fulbright Pakistan is one of the world’s largest Fulbright programmes. Your best odds come from matching the programme to your level, experience and field rather than chasing the most famous name.
Can I apply for Fulbright Pakistan without the GRE?
No. USEFP requires the GRE General Test for the degree programme and has published a minimum of 145 in each section in recent cycles. TOEFL is the English test used in the Fulbright process; IELTS is not a substitute for the GRE requirement. Book the GRE months before the deadline.
I am a fresh graduate. Which of these can I apply for?
Fulbright (master’s), Commonwealth, MEXT, Türkiye Burslari, CSC, Stipendium Hungaricum and Erasmus Mundus do not impose Chevening-style work-experience gates, though each has its own academic conditions. Chevening (2,800 hours) and DAAD EPOS (two years of professional experience, degree within six years) are designed for applicants with work experience.
Do these scholarships cover my family?
Generally, no. The standard package funds the scholar alone. Some schemes pay defined child or dependant allowances in narrow circumstances (Commonwealth, for example, has child allowances for scholars whose children live with them in the UK), and DAAD can pay family allowances under conditions, but dependants’ airfare and general living costs are normally the scholar’s own responsibility.
Is IELTS required for all fully funded scholarships?
No single rule exists. Fulbright uses TOEFL and the GRE; HEC-nominated schemes test through the HAT; universities attached to scholarships set their own English requirements for admission. Check each programme’s current call instead of assuming IELTS is either always required or never required.
What happened to the Vanier Scholarship in Canada?
Vanier has been discontinued. The successor doctoral competition is the Canada Graduate Research Scholarship – Doctoral (CGRS-D), worth CAD 40,000 per year for 36 months, with its own eligibility and application route through Canadian institutions. Do not apply to any page still advertising Vanier as an open 2026 competition.
Can an agent apply on my behalf?
You can pay for advice, but applications must be your own work, submitted through official portals, and no agent can nominate you for HEC-channelled schemes or influence a selection panel. Never hand over original documents or portal passwords, and never pay a percentage of a scholarship as a fee.
Sources & Verification
This guide was checked at the time of writing against official sources: USEFP’s Fulbright programme pages and press releases (coverage, GRE requirement, 2027 cycle closing date of 1 April 2026, programme scale); HEC Pakistan’s Commonwealth Scholarship announcement for 2027/28 (dual CSC and HEC applications closing 20 October 2026, HAT requirement, September/October 2027 start) and its Learning Opportunities Abroad and Overseas Scholarship Phase-III pages (foreign-funded channels and published financial provisions, including the maintenance allowance and tuition contribution); the Commonwealth Scholarship Commission’s published stipend rates (£1,712 per month, £2,000 in London); DAAD EPOS programme information (€992 per month master’s rate and doctoral rates); DFAT’s Australia Awards participating-countries page (Pakistan listed); and Türkiye Burslari’s current official stipend rates (6,500 / 9,500 / 13,000 TL), which supersede the older 4,500 TL figures still quoted elsewhere. Amounts, deadlines and eligibility rules change every cycle — always confirm the current call on the programme’s official website before applying.
