Degrees With the Best ROI for International Students: Tuition vs Graduate Salary, Compared Honestly

Return on investment is the question almost every international student asks, and the question most marketing answers badly. A degree can look profitable if you compare four years of tuition in a low-cost country with a senior salary in a high-cost country, if you ignore living costs, visa fees, interest, lost earnings while you study, and the fact that a median salary is not a starting salary. This guide does the opposite. It compares tuition with graduate salary honestly, using official statistics with the source and year stated next to every figure, and it explains where the arithmetic breaks down.

The core idea is simple. ROI is not tuition divided by a headline salary. ROI is total cost β€” tuition, living costs, application and visa charges, insurance, travel and, for many students, interest or family opportunity cost β€” weighed against what changes after the degree: your realistic chance of getting a relevant job in a country where you are legally allowed to work, how long you are allowed to stay and look for that job, and how earnings in that occupation typically develop over time. A cheaper degree that leaves you with no post-study work right can be worse value than an expensive degree in a country where you get two or three years to work. An expensive degree in a low-demand subject can be worse value than either.

This article is for undergraduate and postgraduate applicants planning 2026 and 2027 intakes, and for families helping to fund them. It uses the United States as its main salary benchmark because the U.S. Bureau of Labor Statistics (BLS) publishes a consistent, occupation-by-occupation median, and then places that benchmark beside verified tuition evidence from Canada and the low-tuition model in Germany. It does not merge salary systems. A U.S. median is a U.S. median. It is not what you will earn in Toronto, London, Sydney or Berlin, and it is not a promise of what you will earn anywhere.

Browse the full range of subjects in the Courses and Programs directory as you read, and keep a second tab open for the method in our companion guide on how to choose the right degree abroad. The strongest ROI decision is rarely the degree with the highest salary in a table. It is the degree you can complete, afford without dangerous debt, and actually use in a labour market open to you.

At a Glance: Tuition vs Occupational Median, by Source and Year

The table below is deliberately labelled. The salary column is the BLS median annual wage in May 2025 for the occupation in the United States β€” the wage at which half of workers in that occupation earned more and half earned less, across all experience levels. It is not a graduate starting salary. The growth column is the BLS projection for 2025–35. The tuition evidence column gives a verified comparator, not a universal price.

Degree route Typical occupation used as benchmark Median annual wage, BLS May 2025 Projected growth, BLS 2025–35 Tuition evidence, with source
Computer science / data science Data scientists $120,230 35% See country tuition notes below; program fees vary widely by university
Computer science / software Software developers $135,980 10% for software developers, QA analysts and testers as a group Same β€” verify on the official program page
Cyber security Information security analysts $129,180 21% Same β€” verify on the official program page
Engineering (mechanical example) Mechanical engineers $104,110 11% Same β€” lab-based programs often price above classroom programs
Nursing / health Registered nurses $97,550 6% Same β€” clinical programs may add placement and equipment costs
Public health / health management Medical and health services managers $123,860 24% Same β€” this occupation usually requires experience as well as a degree
Accounting / finance Accountants and auditors $83,680 5% Same β€” professional accreditation may add exam costs
Any degree in Canada (tuition comparator) β€” β€” β€” International average tuition CAD 41,746 per year undergraduate and CAD 24,028 per year graduate, Statistics Canada 2025/26

Read that table with three warnings. First, a two-year master’s at the Canadian graduate average would be about CAD 48,056 in tuition alone over two years, before living costs β€” simple arithmetic from the Statistics Canada average, not a quote for any program. A four-year bachelor’s at the undergraduate average would be about CAD 166,984 in tuition alone. Duration is therefore one of the biggest ROI levers you control. Second, the health management median belongs to an occupation BLS describes as typically needing a bachelor’s degree plus work experience in an administrative or clinical role. A new MPH graduate does not walk straight into the median manager’s job. Third, high medians in computing reflect a large, experienced U.S. workforce. Entry-level pay is lower, hiring is competitive, and not every graduate obtains U.S. work authorization beyond their student post-study period.

How to Calculate ROI Without Fooling Yourself

Step 1: Count the whole cost, in one currency

Add tuition for the full program length, not one year. Add living costs for the full period, using the official financial-capacity figure for your visa as a floor rather than a budget: the United Kingdom requires maintenance of Β£1,529 per month in London or Β£1,171 per month outside London, up to nine months (caps Β£13,761 and Β£10,539), rising to Β£1,570 and Β£1,203 for applications on or after 30 November 2026; Canada’s study permit living-funds figure is CAD 22,895 for applications to 31 August 2026 and CAD 23,448 from 1 September 2026, excluding tuition; Germany’s blocked account is €11,904 per year; and Australia’s financial capacity for living costs is AUD 29,710 per year. Those are immigration thresholds, not predictions of your rent. Then add visa and health charges, tests, document preparation, flights and a contingency. Use the tuition fee calculator and the study abroad budget planner to keep tuition and living costs in the same calculation.

Step 2: Use a median correctly

A median occupational wage tells you the middle of a workforce that includes people with ten or twenty years of experience. It is useful for comparing occupations with each other and for seeing where earnings can go. It is misleading as a first-year forecast. If a simple payback calculation matters to you, run it three ways: with a cautious entry-level assumption you source from an official graduate-outcomes dataset for your actual country, with the occupational median as a later-career reference, and with a delayed-employment case where you take six to twelve months to find relevant work. If the degree only makes sense in the most optimistic case, that is information, not a detail.

Step 3: Price the work right, not just the job

Post-study permission changes the denominator of risk. In the USA, F-1 graduates get 12 months of OPT, plus a 24-month STEM extension for eligible STEM degrees β€” 36 months in total for those who qualify and are approved. In the UK, the Graduate Route is currently two years (three for PhD), with a fee of Β£937 plus Immigration Health Surcharge at the full adult rate of Β£1,035 per year, and an announced reduction to 18 months for applications on or after 1 January 2027. In Canada, a PGWP can be up to three years; importantly, the field-of-study rule applies only to non-degree college programs, so degree graduates are exempt from that rule, with language requirements of CLB 7 for degree graduates. In Germany, graduates get an 18-month post-study job-seeker permit, and most public universities charge no tuition, with the important exceptions of Baden-WΓΌrttemberg non-EU fees of €1,500 per semester and non-EU fees at TU MΓΌnchen. In Australia, Temporary Graduate visa durations are two years for a bachelor’s, two years for master’s coursework, three years for master’s research and three years for a PhD, with an age limit of 35 subject to exceptions. None of these routes guarantees a job, sponsorship, or permanent residence.

Step 4: Discount for completion and fit risk

The worst ROI outcome is not a modest salary. It is paying for a program you do not finish, or finishing a program whose content you dislike and whose jobs you do not want. A data degree has excellent official projections, but if you struggle with statistics and programming, the projection does not transfer to you personally. An accounting degree has a lower BLS median than software development, but if you are strong at accounting, complete a recognized credential and obtain local licensure where required, your personal probability of employment may be higher. ROI is personal probability multiplied by occupational outcome, minus cost. Fit is part of the maths.

The Degrees That Usually Show the Strongest ROI β€” and Why

1. Computer science, software and data β€” high median, high competition

Computing dominates honest ROI tables for a reason: the official U.S. figures are strong across several distinct occupations. Data scientists had a median of $120,230 in May 2025 with projected growth of 35% from 2025 to 2035 (BLS). Software developers had a median of $135,980 in May 2025 (BLS). Computer and information research scientists β€” a smaller, usually master’s-level occupation β€” are listed by BLS at a 2025 median of $140,300. Those figures support the MSc Computer Science profile as a serious ROI candidate, especially as a one- or two-year conversion or specialization after a related first degree, because a shorter program limits tuition years while aiming at a high-median occupation.

The honest caveats are equally strong. Computing hiring is cyclical at entry level, portfolios and internships matter, and AI tools are changing junior tasks. BLS still projects growth, but growth in an occupation does not mean every applicant is hired. ROI is strongest when the program teaches durable fundamentals β€” algorithms, systems, databases, statistics, software engineering β€” plus supervised project work, and when the country route gives you time to convert an internship into employment. It is weakest when an expensive program is chosen only because its title contains a fashionable keyword.

2. Cyber security β€” demand backed by a specific projection

Information security analysts had a BLS median of $129,180 in May 2025 and projected growth of 21% from 2025 to 2035, with about 14,100 openings projected each year on average (BLS). BLS attributes demand to the frequency of cyberattacks and to organizations securing new technologies, including AI and e-commerce systems. That is a sourced demand claim, not a slogan. For ROI, cyber security often works best as a master’s or graduate specialization after computing, engineering or IT experience, because BLS notes analysts typically need a bachelor’s in a computer field plus related work experience, and employers may prefer certification. A fresh graduate with no IT experience should not assume the median or the analyst title immediately; help-desk, network and systems roles are common stepping stones, and their pay is lower.

3. Engineering β€” solid median, accreditation matters

Mechanical engineers had a BLS median of $104,110 in May 2025 and projected growth of 11% from 2025 to 2035 (BLS). Engineering ROI is steadier than spectacular: strong median, clear professional formation, and demand linked by BLS to automation and innovation in manufacturing. The Bachelor of Engineering profile is the undergraduate route into this group. Two things protect ROI in engineering. First, accreditation and recognition in the country where you intend to work β€” an unaccredited program can close licensure doors. Second, country choice: studying engineering in a low- or no-tuition public system in Germany changes the cost side radically, provided you meet language and admission requirements and understand that many programs are taught in German, especially at bachelor’s level.

4. Nursing and regulated health professions β€” lower ceiling, clearer licence pathway

Registered nurses had a BLS median of $97,550 in May 2025, projected growth of 6% from 2025 to 2035, and about 180,800 openings projected each year on average β€” a very large absolute number, driven heavily by replacement need (BLS). That combination illustrates a different kind of ROI: not the highest median, but a defined licence, a defined employer set, and persistent openings. For international students the friction is recognition. Nursing is regulated, clinical placements are capacity-limited, and your degree must satisfy the regulator in the country where you plan to register. Check that before you apply, not after you graduate. Where recognition is direct and tuition is moderate, nursing can outperform a fashionable degree with no licence attached. Where you would need expensive bridging or re-qualification, the ROI calculation changes completely.

5. Public health and health management β€” strong only with experience and positioning

Medical and health services managers had a BLS median of $123,860 in May 2025 and projected growth of 24% from 2025 to 2035, with about 62,300 openings per year on average (BLS). That makes health management one of the strongest official profiles in this article. It also carries the biggest interpretation warning: BLS says these managers typically need a bachelor’s degree and work experience in an administrative or clinical role. An Master of Public Health can be an excellent ROI degree for clinicians, administrators and policy or data specialists building on prior experience, and a much weaker one as a generic first credential with no experience, no quantitative strength and no target employer. Epidemiology, biostatistics, health data and health policy specializations position you differently; choose by the job family, not by the umbrella title.

6. Accounting, finance and actuarial routes β€” the compounding value of a credential

Accountants and auditors had a BLS median of $83,680 in May 2025, projected growth of 5% from 2025 to 2035, and about 115,300 openings per year on average (BLS). Actuaries are listed by BLS at a 2025 median of $130,000, but actuarial entry requires passing a demanding professional exam sequence. Financial analysts are listed at $103,570 for 2025 (BLS similar-occupations data). The ROI lesson is that in business subjects, the degree alone is often not the differentiator β€” the professional credential, internship record and local tax or regulatory knowledge are. An MBA in particular should be judged this way. Our comparison of highest-paying degrees, salary ranges and tuition costs makes the same point from the salary side: headline business pay often belongs to experienced managers, not new graduates.

Costs by Country: What Changes the ROI Equation Most

Country Verified cost fact used in this article Post-study fact used Main ROI implication
Canada International tuition averages CAD 41,746/yr undergraduate, CAD 24,028/yr graduate (Statistics Canada, 2025/26); living funds CAD 22,895, rising to CAD 23,448 from 1 Sep 2026 (IRCC basis in guides brief) PGWP up to 3 years; field-of-study rule only for non-degree college programs Short graduate programs can look efficient on tuition; four-year undergraduate degrees accumulate a large tuition total
Germany Blocked account €11,904/yr; most public universities charge no tuition, except Baden-WΓΌrttemberg non-EU €1,500/semester and TU MΓΌnchen non-EU fees 18-month post-study job-seeker permit Low tuition can produce strong ROI if you complete in German or in an English-taught program you are genuinely eligible for
United Kingdom Maintenance Β£1,529/mo London, Β£1,171 outside, up to 9 months; rising Β£1,570/Β£1,203 from 30 Nov 2026 Graduate Route currently 2 years (3 PhD), fee Β£937 plus IHS Β£1,035/yr; announced 18 months from 1 Jan 2027 One-year master’s degrees limit tuition years, which helps ROI, but London living costs and the announced Graduate Route change must be priced in
Australia Living-cost financial capacity AUD 29,710/yr 485 durations: bachelor’s 2 yrs, master’s coursework 2, research 3, PhD 3; age limit 35 with exceptions Check total course length and the current 485 settings for your exact degree level before relying on post-study time
USA Fees and tuition vary by institution β€” no single official national average is used here F-1 OPT 12 months, plus 24-month STEM extension for eligible STEM degrees High BLS medians coexist with a shorter standard OPT window; STEM designation materially changes the time you have to work

For a country-by-country budget before you commit, read the relevant cost guide β€” for Canada, our cost of studying in Canada guide with tuition and total budget β€” and then replace every average with the fee on the official page of the program you will actually attend. Averages are for screening. Decisions need program prices.

Entry Requirements That Affect ROI

Entry requirements are an ROI issue because a failed or delayed application is a cost, and because the cheapest program you can enter is not cheap if it does not lead where you need to go. Typical requirements by route are: for a bachelor’s, a recognized school-leaving qualification, mathematics for computing, engineering, data and many business programs, and science subjects for nursing and health; for a master’s, a relevant bachelor’s degree, with conversion master’s in computing sometimes accepting a non-computing first degree where the university explicitly says so; for MPH and health management, often a health, science or social-science background and, for stronger programs, relevant work experience; for engineering and nursing, accredited prior study and, for licensure, regulator-approved curricula and clinical hours. English-language requirements are set by each university and by immigration rules, which are not the same thing. Always confirm both. If you need to compare institutions side by side, start from the university directory and then verify on each official university page.

Best Countries and Universities for ROI β€” a Method, Not a Ranking

This article does not rank universities by ROI, because no official dataset measures that for international students in a comparable way, and inventing one would break the honesty this guide is built on. Instead, use these filters. First, program length: one- and two-year degrees usually beat four-year degrees on total tuition for the same occupational target, unless the bachelor’s is the required licence. Second, tuition model: public no-tuition or low-tuition systems, notably Germany, change the equation if you meet language and admission conditions. Third, post-study duration for your exact degree level and subject, using the verified facts above. Fourth, regulator or accreditation status for nursing, engineering, accounting and teaching. Fifth, internship and placement structures written into the program, not promised in marketing. Sixth, total city cost, not just tuition β€” a lower fee in an expensive capital can be cancelled by rent. Browse programs and institutions through the directory and rankings pages, keep QS and THE rankings separate if you consult them, and never let a rank substitute for a fee schedule and a curriculum.

How to Choose: A Worked Example

Imagine two offers. Offer A is a two-year graduate computing program in Canada. Using only the Statistics Canada graduate average as a screening figure, tuition screens at roughly CAD 48,056 over two years, plus living costs and study-permit funds evidence of CAD 22,895 to CAD 23,448 per year depending on application date. Offer B is an English-taught computing master’s at a public university in Germany with no tuition, a blocked account of €11,904 per year as financial evidence, and living costs on top. On tuition alone, B screens dramatically cheaper. But the honest comparison continues: Do you meet B’s admission and language conditions? Is the program actually English-taught for its full duration? Which country gives you the post-study window you need β€” up to three years of PGWP in Canada for a degree graduate, versus 18 months as a job-seeker in Germany? Where are the employers for your specialization, and in which language do they interview? The cheaper offer is the better ROI only if you can complete it and use it. That is why the framework in our degree-choice guide matters more than any single table.

Frequently Asked Questions

Which degree has the best ROI for international students?

There is no single answer that survives honest accounting. On official U.S. figures, computing and data routes combine high BLS May 2025 medians β€” software developers $135,980, information security analysts $129,180, data scientists $120,230 β€” with strong projected growth. But your ROI depends on total tuition in your country, program length, completion, and post-study work rights. A low-tuition engineering or computing degree in Germany can beat an expensive computing degree elsewhere for a student who meets its requirements.

Is a median salary the same as a starting salary?

No. A BLS median is the middle wage of everyone in an occupation, including highly experienced workers. Starting salaries are usually lower. Use medians to compare occupations and to understand later-career potential, not as a first-job forecast.

Does a one-year master’s always give better ROI than a two-year master’s?

Not always, but it often helps on cost because you pay one year of tuition and living costs instead of two, and you enter work sooner. It can hurt if the shorter program leaves no time for an internship, if employers in your target country prefer longer programs, or if post-study rules treat the degree differently. Check the specific rules for your route.

Is an MBA a good ROI degree?

It depends heavily on prior experience and the school. Management medians such as medical and health services managers at $123,860 (BLS, May 2025) belong to experienced workers. An MBA taken straight after a bachelor’s, at high tuition, with no work experience, is a much weaker ROI case than an MBA taken to accelerate an existing career.

How much does post-study work time change ROI?

A lot, because it changes your chance to earn in the country where you studied and to repay costs. Compare the verified windows: USA OPT 12 months plus 24 months for eligible STEM, UK Graduate Route currently two years with an announced cut to 18 months from 1 January 2027, Canada PGWP up to three years, Germany 18 months, and Australia 485 durations of two to three years by degree level. None guarantees employment.

Should I choose a degree only because it is on a shortage list?

No. Shortage lists and BLS projections describe labour markets, not your aptitude or admission chances, and lists change. Use them as one input alongside subject fit, accreditation, cost and the specific occupation’s entry requirements.

Can I rely on part-time work to fund the degree?

No. Part-time work can help with living costs within the legal limits of your visa, but planning for tuition to be covered by casual work is a common and dangerous assumption. Fund the degree from confirmed sources and treat earnings as a supplement.

Where should I check a salary figure I see on another website?

Ask for the source, the country, the year and whether it is a median or a mean, and whether it covers all workers or only graduates. If a site cannot answer those questions, do not use the figure in a financial decision. Cross-check U.S. figures in the BLS Occupational Outlook Handbook.
